DFW Homeland Security Alliance Organization Roles and Structures

Executive Chairman

The elected representative will be key to the development and execution of an effective Board of Directors. This person should be playing a significant role in Homeland Security initiatives and have experience building businesses.

    1. Provide leadership to the Alliance
    2. Be the key communicator between the Alliance and the Board of Directors.
    3. Interface with the media and key partners to ensure Alliance is recognized for its expertise and successful accomplishments
    4. Play a legislative government role at the regional, state, and national level.
    5. Provide leadership to the Alliance Executive Committee. Understand strengths and weaknesses of the group, to build the organization.
    6. Enforce code of ethics
    7. Secure sources of funding for the Alliance
    8. Key business development role marketing Alliance’s expertise
    9. Recruit top experts into Alliance
    10. Develop strategic plan (1 year – 3 year) for the Alliance


Executive Vice-Chairman

    1. Accept role to execute strategic plan of the Alliance
    2. Develop business and partner relationships with key players in the Homeland Security environment
    3. Be a voice for the Alliance as a spokesperson at the regional and national government level
    4. Enforce code of ethics
    5. Chair monthly Alliance meetings
    6. Identify organizations that are leaders in Homeland Security across industry segments.
    7. Compile reports on industry vulnerabilities submitted from the Work Groups
    8. Provide leadership to the Work Group (s) in selecting technology, solutions, and business contracts.
    9. Give presentations to corporations, agencies, and organizations that will be imperative to the Alliance initiatives
    10. Oversee activities of Corporate Alliance arm, Work Groups, and Operations.


The Executive Steering Committee

    1. Reports directly to the Vice-Chairman on progress and Alliance initiatives
    2. Identify potential expert members for Alliance.
    3. Key communication channel reviewing local, state and federal government initiatives
    4. Review sub-group initiatives to ensure activities remain aligned with the mission and vision of the Alliance.
    5. Enforce code of ethics
    6. Regulate communication of information both in content and venues for distribution.
    7. Provide leadership to work groups to determine industry vulnerabilities and solutions for those industries.
    8. Promote the Alliance expertise to industry leaders locally through to national Homeland Security representatives


Operations Manager

    1. Responsible for communication between Alliance members on meeting dates and times.
    2. Coordinate with Work Group leaders assessing needs and filtering information on events, new members, special interest meetings.
    3. Attend monthly meeting.
    4. Meet with regional representation from agencies and groups that may play a role as a partner to Alliance
    5. Create Alliance templates and presentations relaying message
    6. Planning of events and meeting agendas.
    7. Work directly with Corporate Alliance Representative to achieve objectives and strong corporate relationships the Alliance can leverage
    8. Assist with management of funds


Board of Directors

Steve Yellin

Steve Yellin has served numerous heavy and advanced technology industries for over 35 years as process engineer, project and construction manager, and in several business management positions. The last 23 years have been primarily involved in the microelectronics, communications and electronics sectors. In these diverse capacities, Steve has supported over 50 semiconductor or related manufacturers, and more than 300 engineering and consulting firms in the field of advanced technology system design. He has been instrumental in the development of products leading to three patents related to electronics systems. Steve is the Chairman of the Texas Homeland Security Alliance. He is a former President of the Institute of Environmental Sciences and Technology; the recipient of the Wilhelm Holzmann Foundation Award for Excellence in Industrial Project Management and Construction; member of the Editorial Board of A2C2 Magazine; and the author/presenter of over 50 papers on various aspects of industrial design and construction. Currently, he is a Managing Director, General Manufacturing and Advanced Technology for Lockwood Greene. Steve is responsible to find and support projects in the arenas of Telecommunications, Security, and Electronics.

Steve Maxwell

Steven Maxwell has over twenty-eight years success in security, telecom and IT industries; seventeen in a management capacity including global corporations with a focus in advanced concepts, technology research, convergent communications and systems development. Mr. Maxwell has demonstrated both technical and strategic marketing leadership skills which have been successful on a global basis. Areas of responsibility include executive, general management, senior operations and sales/marketing of “Next Generation” system integration companies. His specialization is in identification, business and strategic development for commercial, enterprise and government business both on a domestic and international basis. He has been given the Award(s) for outstanding service to the Communications & Vehicular Technology - IEEE Society, Dallas Section, 2001 and 2002. Additionally, Mr. Maxwell has been the recipient of the “Rabbi Award”, in recognition of outstanding future leadership, given to only a select 1% of S.A.I.C. employees. Mr. Maxwell continues to be internationally recognized as a leader in homeland security. He currently serves as President of the Texas Homeland Security Alliance and also as Vice-Chair of the IEEE/CVT chapter. Prior to joining Project Performance Corporation, Mr. Maxwell has worked for companies such as The Boeing Company, S.A.I.C., and QinetiQ Inc.


Threat Advisory Level - Homeland Security
The Homeland Security Advisory System is a means to disseminate information regarding the risk of terrorist acts to federal, state, and local authorities and to the American people.
